Ah, apparently it's called "rights" ( https://developers.podio.com/doc/items/get-item-22360 ) and it returns via Get Item but it's unavailable via Update Item. Add it to the wish list... :-S

http://blog.podio.com/2014/01/09/podio-workflows/ is a new feature. I'm sure they'll continue building it out over time. There's also http://www.podioflow.com/ for more advanced stuff.
