Populate Relationship field in workflow.

I want to fill a relationship field using workflow.  When I try to save the workflow only with the relationship field data I get an error.

"Your workflow is not valid. Make sure all fields are filled out."

If I put some data in another field then it will save but not populate the data to the relationship field.

  I am also having a similar issue and would like to understand if this is possible.
