Show ALL Hidden Fields for Admin Users

Selecting 'Show Hidden Fields' only presents 'Hidden If Empty' fields and not 'Always Hidden' fields. 'Always Hidden' fields can only be accessed by revising permissions after entering Modify Template.

This is inefficient and burdensome when developing, testing and troubleshooting workflows and automations.

It would substantially easier (and useful) if ALL hidden fields were presented when an Admin user selects 'Show Hidden Fields'.
