More member roles

Would like more options for member roles.  Specifically ability to allow some members to export spreadsheets without being logged in as an Admin, or simply give Light Members this permission.

  Hey Jeff,

  the regular members - between Admin and light user - can do that.

  Yes, but they can do other things too I don't want them to mess with.  My suggestion is basically for ability to customize roles, choosing what roles can and cannot do
