Admin Sign Off

I'd like to have a feature where individuals specified with specific roles (a pro feature-ish implementation) are given access to specified parts of a form.

For example, if I make a project proposal for X dollars the person specified as the project lead or whatever has the ability to check off whether or not the project is approved. This would even be great for client sign offs, too.
